HISTORY: The Dodlers are the technological marvels of the galaxy. Sharing a planet with the Venederians, they use their vast scientific prowess to help catalog the events of the entire galaxy. The Dodlers have also, since the arrival of Maur, supplied all planets within the Galactic Congress with planetary shields, which protect against full-scale planetary attacks. The Dodlers are also the creators of the Gaurdsmens' floating planet/headquarters, as well as supplying these peacekeepers with the latest technology, defenses, and ships. If a device can be thought of, the Dodlers can build it.
